SUBSTANCE: composition comprises, wt %: ethylene-propylene oxide copolymer blocked by toluylene diisocyanate having molecular weight of 20,000, 1.5-15; plasticizer, 0.1-3.0; sizing agent, e.g. dicyandiamideformaldehyde resin, 0.2-5.0; wetting agent surfactant, 0.01-0.5; organosilane including functional alkoxysilanes or mixtures thereof, 0.1-0.2; and distilled water, up to 100.
