FIELD: organic chemistry, biotechnology. SUBSTANCE: growth regulating agent has a solution of biologically active substance, 2-oxo-(3H)-5,6,7,8-tetrahydro-pteridine (Hydropterine), of the formula (I) 
as hydrate or salts in the concentration 10-6÷10-5 g/l. To enhance biochemical activity of microorganisms this growth regulating agent is added to fermentation medium. To enhance biochemical activity of plants this growth regulating agent solution is used for treatment of seeds and green part of plants that provides to increase stems and roots length, amount of leaves, to decrease time of germination, growth and development of plants. EFFECT: increased biomass of microorganisms and accumulation of substances producing, enhanced effectiveness of growth regulating agent. 3 cl, 9 tbl
