FIELD: mining industry, more particularly breaking out flooded rocks. SUBSTANCE: method comprises using thickened aqueous solution of oxidizer having temperature which is lower than initial crystallization temperature, melting trotyl in the presence of surfactant and adding mineral oil to mixture and stirring the whole for at least 10 minutes. In this case, surfactant is added in amount of 0.001-0.008% and mineral oil, in amount of 0.2-1.7% of weight of explosive. EFFECT: water resistant water-containing explosive having higher detonation power, and greater efficiency of charging. 6 ex _
