SUBSTANCE: device to activate polar liquid systems has dielectric vessel coming in the form of two jointed cup-shaped elements, membrane dividing dielectric vessel into two spaces. Membrane is manufactured in the form of flat disc fixed between separation plane of cup-shaped elements. Electrodes installed in spaces of cup-shaped elements are connected to source of direct pulsating current. One electrode as minimum comes in the form of circular conical spiral and is installed in space having similar conical form so that vertexes of conical spiral electrode and conical space are unidirectional and their geometric axes match.
