FIELD: communications engineering. SUBSTANCE: information corresponding to traffic units being transmitted such as data items is conveyed to a number of parallel logic circuits (G1,...,Gn) for traffic decimation; these circuits take decision on whether transmission is to be interrupted or separate traffic units may be passed and distribution of traffic units is estimated with respect to rate of their appearance by concurrent calculations of rate-of-appearance estimates in several ranges of values. To facilitate procedure for obtaining precise appearance of traffic estimate for separate range of values is determined by difference in number of decisions taken by respective decimating logic circuits within definite time period.
