FIELD: redox catalysts. SUBSTANCE: catalyst for low-temperature conversion of carbon monoxide with water vapor contains copper oxides, zinc oxides, modifying metal compounds, and alumina including at least one compound of element selected from group consisting of K, Na, Si, Fe, Ca, Ba or their mixture in amounts between 0.01 to 2.0 wt.% (on conversion to oxide), whereas above-said modifying compound can be at least one compound of metal selected from group consisting of Ni, Mn, Cr, Zr, Na, Ti, Mg, or their mixture in amounts between 0.1 and 15 wt.% (on conversion to oxide). On the whole, catalyst contains, %: CuO, 35.0-61.0; ZnO, 12.0-29.0; modifying compound, 0.1-15.0; and alumina, the balance. Preparation procedure includes mixing compounds of copper and zinc with modifying metal compound and aluminum hydroxide followed by drying and calcination. Aluminum hydroxide utilized is hydrated aluminum compound depicted by formula Al2O3•n H3O,, wherein 1,1≤n≤2, containing at least one compound of element selected from group consisting of K, Na, Si, Fe, Ca, Ba or their mixture in amounts between 0.01 to 2.0 wt.% (on conversion to oxide), to which nitric acid in amount 0.05 to 1.5 mole HNO3 per 1 mole Al2O3, is added (acid modulus 0.05-1.5) and then other above-indicated components are added.
