FIELD: mechanical engineering. SUBSTANCE: apparatus has base and working part made of hard alloy containing tungsten carbide, tantalum carbide, niobium carbide and cement cobalt bond. Surface layer of working part having thickness of 3-15 micron is made of material enriched in tantalum carbide and niobium carbide, with total concentration of these substances in surface layer being within the range of 3- 27 wt%. Apparatus may be used for cold and hot mechanical working of different materials, preferably metals and alloys, and may be made in the form of cutters, drills, spinnerets etc. EFFECT: simplified construction, wider operational capabilities and prolonged service life. 1 dwg, 1 tbl
