FIELD: mechanical engineering. SUBSTANCE: apparatus has base and working part secured in base. Working part is manufactured of hard alloy containing tungsten monocarbide, solid tungsten-in- titanium carbide solution of (Ti, W)C phase and cement cobalt bond. Surface layer of working part has thickness of 3-15 micron and is made of material enriched in (Ti, W)C phase at concentration of 50-99.5 wt%. Apparatus may be used for cold and hot mechanical working of different materials, preferably metals and alloys, and may be formed as cutter, drill, spinneret etc. EFFECT: simplified construction, increased efficiency and prolonged service life. 1 dwg, 1 tbl
