SUBSTANCE: the device has a metal tube accommodating at least a single light-emitting diode in viscous-plastic mass, it has a device, which continuously moulds metal band into a splined tube, welding device and a feeling tool with at least a single tube, whose one end enters the splined tube. The tube inserts the light-emitting diodes and the viscous-plastic mass in the metal tube. On its surface facing the welding device the tube has a recess that is closed from the top and forms a duct due to it, through which the cooling or shielding gas is fed.
