FIELD: calculation of charges for connection to communication network. SUBSTANCE: invention makes it feasible to design system allowing to avoid any momentary rise of load which is caused by tariff changes. For each connection there is allotted time of connection by subsequent periods and individual subscriber's account is kept at centralized station. At end of separate period telephone station requests additional connection time if connection is still valid, potential tariff changes appropriate for this connection are checked in the light of this connection to ensure uninterrupted control over tariff changes on balance of account.
