FIELD: equipment for tire industry. SUBSTANCE: device has a frame. The frame mounts a cutting mechanism provided with a drive and a backing plate, running rollers with a drive for clamping to the assembly drum, guides and carriage installed on the guides and provided with a drive for reciprocating motion with a plating extending in cantilever to the assembly drum and a material catch having a flexible lock plate. The catch is provided with a bearing roller mounted before the plating, under the lock plate in such a manner that the line tangent to the generatrices of the bearing roller and assembly drum passes above the plating surface.
