The working part has a through hole of ellipsoid shape, its lateral surface having concave form to fit the rib portion to be cut. The cutting member has two mutually spring-loaded blades. The blades are arranged as spherical bowl and are eccentrically rotatably mounted in the working part hole. A hole to receive tie-rod is produced in the blades. The tie-rod is attached to a lever. The lever is hinged on the handle. The handle is U-shaped. EFFECT: reduced risk of traumatic injuries in performing surgical interventions. 3 dwg
