FIELD: hydraulic power engineering. SUBSTANCE: proposed plant has float and negative buoyancy cylinder submerged in water and accommodating a piston. Piston has at least one check valve and guide peripheral rim. Float is coupled with piston by wire rope or rigid tie. Cylinder is provided with open bottom and cover projecting over its perimeter. Cover is provided with discharge hole with check valve connected through flexible pipeline to consumer. Cylinder is installed for vertical displacement in positive buoyancy anchored rod housing enclosing the cylinder. Positive buoyancy of housing is provided by float chamber arranged in its upper part. Housing has shell secured to lower ends of rods. Cylinder is provided with projections in its lower part. Projections are located above shell between housing rods to prevent their relative rotation. Positive buoyancy of rod housing exceeds negative buoyancy of cylinder. EFFECT: provision of reliable operation of plant even at storm loads. 4 cl, 3 dwg
