SUBSTANCE: vertical-shaft windmill-electric generating plant depending for its operation on Magnus effect has windwheel mounted on horizontal shaft, radial blades in the form of cylinders, and electric generator; operating mechanisms are made in the form of Savonius rotors mounted on cylinder shafts and rigidly coupled to them.
