SUBSTANCE: vertical-shaft windmill-electric generating plant depending for its operation on Magnus effect has windwheel mounted on horizontal shaft, radial blades in the form of cylinders, and electric generator; operating mechanisms are made in the form of Savonius rotors mounted on cylinder shafts and rigidly coupled to them. Novelty is new relationship between geometric and kinematic parameters of plants which is as follows: where Vw is wind velocity; Dc and DS-r is cylinder and Savonius-rotor diameter, respectively; nwh is windmill speed; RS-r is distance between shaft axis and point on Savonius rotor corresponding to mean value of VS-rp
