FIELD: electrical engineering. SUBSTANCE: device has network generator with connected measurement circuit, measurement circuit rectifier, D C voltage source and actuator. One lead of measurement circuit is connected to phases of network, the other lead is connected to frame. Voltage source comes in the form of parametric stabilizer connected to network voltage, diodes of assembly forming three-phase rectifier are connected to phases of network, elements of measurement circuit (light emitter of optron shunted by noise-suppressing capacitor, adjusting and limiting resistor) are connected in series to common point of said diode assembly. Second lead of resistor is connected to frame. Photodetector of said optron is connected in series with actuator and to output of parametric stabilizer. Device is supplemented with commutation unit connected to phases of network, closing contact of actuator is placed in series with commutation unit, breaking and blocking contact of commutation unit is placed in parallel with resistor connected in series with key excitation winding of generator. Other leads of resistor and winding are connected to excitation voltage. full-wave rectifier which output is connected to input of parametric stabilizer is incorporated in auxiliary power supply source.
