FIELD: medicine; medical engineering. SUBSTANCE: method involves acting with infrared radiation in 1-56 mc wavelength range with radiation power density equal to 50-300 mW/cm2 during 1-20 min upon skin area located above the organ possessing injured structural elements of tissues or blood vessels. Radiation treatment is combined with linear polarization and frequency modulation. The device has power supply source, connected to optic radiation source having system for controlling spectral light emission wavelength range, linear polarization and modulation frequency providing direct and backward shift on p-n transition of non-coherent infrared radiator calibrated depending on radiation flow density and designed as semiconductor silicon photodiode operating by emitting radiation of 1 to 56 mcm wavelength based on extra small p-n transition. The power supply source is connected along p or n transition plane to enable current to flow through alloyed p or n area. EFFECT: enhanced effectiveness of treatment. 2 cl, 9 dwg
