FIELD: transmission of speech messages. SUBSTANCE: process consists in advance identical generation of square matrix of quantized samples of speech signals on transmitting and receiving sides, in discretization of uninterrupted speech signal, in quantization of discrete samples of speech signals, in formation of assemblage of unit and zero elements in the form of rectangular matrixes of smaller size, in transmission of assemblage of unit and zero elements over communication channel, in its reception from communication channel, in formation of square matrix of restored samples of speech signal and in conversion of matrix of restored samples of speech signal to uninterrupted speech signal. Required carrying capacity necessary to conduct telephone talks over low-velocity communication channels is obtained thanks to execution of incomplete exhaustive search for all possible meanings of elements in lines and columns of matrixes on which structure and optimization process corresponding restrictions are imposed.
