FIELD: carbon materials. SUBSTANCE: title nanostructures with interlayer distance 0.34-0.36 nm, average particle size 60-200 nm, bulk density 0.6-0.8 g/cu. cm, picnometric density 2.2+/-0.1 g/cu.cm, thermobaric graphitization resistance factor (at 3000 C) at least 50 kbar, radiographic graphitization index 0.01-0.02, and electric resistivity at pressure 120 MPa at least 2.5 x 10-4 Ohm.m are manufactured by spraying graphite anode in arc-discharge plasma in inert gas atmosphere. Cathode deposit has dense crust and loose core. Crust of cathode deposit is crushed and subjected to gas-phase oxidation. Oxidation product is separated by electroflotation and floating fraction 100-300 nm is dried, mixed with dry alkali metal hydroxide, halide, nitrate, or their mixture. Liquid- phase oxidation is carried out in melt, oxidation product is also separated by electroflotation, neutralized, and washed.
