SUBSTANCE: device has transparent matrix and high-disperse carbon environment. As high-disperse carbon environment element has polyhedral multilayer carbon nanostructures of fulleroid type with inter-layer space 0.34-0.36 nanometers, average particle size 60-200 nanometers, bulk density 0.6-0.8 g/sm3, picnometric density 2.2±0.1 g/sm3, thermo-stability coefficient to graphitization at 3000°C no less than 50 KBar, roentgen-graphic graphitization coefficient 0.01-0.02 and specific electrical resistance at pressure 120 MPa no less than 2.5Ч10-4 Ohm-meters. As transparent matrix nonlinear optical element may include distilled water or organic solvents. It may additionally include a surfactant.
EFFECT: wider range of waves, wherein radiation is limited without coloring of element with carbon environment.
