SUBSTANCE: proposed method provides for guaranteed transmission band including that with desired stability of backward channel under adverse weather conditions and includes organization of network access centers on territorial basis and data transmission from subscribers of each coverage area to respective access center. Use is made of narrow optical-range beams of electromagnetic radiation. Reduced spatial pattern of subscribers' transmitters is generated to establish communications.
