FIELD: continuous treatment of sea water at separation of fresh water and raw resources. SUBSTANCE: device has ion separator, separator-neutralizer and hydrogen generator which are connected in series forming first production line. Second production line is formed by second separator- neutralizer, reactor-mixer and hydrogen generator working on desalinized water and alkali melt. Ion separator used for separation of sea water into desalinized water, catholyte and anolyte includes preliminary magnetizing section for performing magnetizing by annular magnetic field; this section is made in form of central pipe line connected with two pipe lines of lesser diameter through slits over diameter for separation of anolyte and catholyte. Separator-neutralizer used for separation of hydrate envelope from anions and cations and neutralization of electric charges on them includes branch pipes for introducing vaporous catholyte and anolyte, conical grates carrying positive and negative charges and neutralizer having metal spherical contact and molten lithium or sodium contact. Hydrogen generator has heat-insulated housing with reaction zone for interaction of molted lithium and water and reaction mass cooling system at separation of aqueous solution of lithium hydroxide and hydrogen.
