Hydraulic insulating composition containing polymer and adhesive additive includes additionally mineral or organic filler; used as adhesive additive are used motor oils and used as polymer is polyethylene of polyethylene waste at the following ratio of components, mass-%: used motor oils, 0.8 to 1.0; polyethylene, 13 to 17 or polyethylene waste, 20 to 30 and mineral or organic filler being the remainder.
