FIELD: heat power engineering. SUBSTANCE: proposed device includes two engine-generator plants. Cooling jackets of internal combustion engines are placed in two circulating circuits in parallel being connected through distributing valves and pumps. Cooling jacket of internal combustion engine is provided with pump at inlet and it is divided at outlet by means of distributing valve. Air cooled heat exchanger with motordriven fan is installed in first circuit. Said fan is coupled through control device with cooling liquid temperature transmitter. Liquid cooling heat exchanger is installed in second circuit and is coupled with thermal energy consumers circuit and with recovery boiler installed in gas exhaust duct of internal combustion engine. Gas exhaust ducts of internal combustion engines are combined before recovery boiler which is furnished with bypass gas and liquid pipelines and gas and liquid valve arrangements installed for closing gas and liquid passages in recovery boiler and bypass pipelines and coupled with control device.
