SUBSTANCE: device has reference voltage setter having control switches like Amplitude, Balance, α, controllable alternating voltage source of 1-2 Hz frequency, commutator unit, threshold unit, the first and the second voltage-to- current converter and switch joined with corresponding links. The reference voltage setter is capable of synchronously varying constant voltage components on its first and second outputs enabling one to change constant voltage component ratios on its first and second outputs and alternating voltage component ratios on its first and second outputs.
