SUBSTANCE: object or cargo is connected with hoisting facility, such as hoisting rope for lowering object or cargo from ship's hull to sea bottom. Proposed device includes body with attachment unit for securing object or cargo to and releasing them from hull and unit for setting body in motion after submergence; both units are shifted relative to each other for release of object or cargo and for rotary control on hoisting facilities when unit setting body in motion is in operation.
