SUBSTANCE: key matrix on sending end is filled with cipher gamma and multiplied by data vector; components of code vector obtained are sorted out on receiving end according to order of decimal presentation of key matrix columns, and code vectors of punctured-code dual with respect to parity-check Hamming code are separated from code vector of punctured code obtained; 0 is replaced by 1, 1 by +1, punctured coordinates by 0, and then code vectors obtained undergo Hadamard transformation, coefficient vectors are summed up in component-by-component manner, maximum is chosen from vector obtained and compared with threshold value. Device implementing this method has on sending end key generator, key- matrix shaping unit, encryption unit, data vector shaping unit, and generating matrix shaping unit; on receiving end it has vector components sorting-out unit, key matrix shaping unit, key generator, code vector component replacement unit, code vector, code vector-by-Hadamard matrix multiplying unit, decision taking unit, generating matrix shaping unit, and inverse-transform unit.
