FIELD: water-supply engineering. SUBSTANCE: water-based composition, containing 16.4-20.4% oxyethylenediphosphonic acid, 6.5-8.3% sodium hydroxide, and 5.9-7,32% zinc oxide, is prepared by preliminarily mixing sodium hydroxide with water, adding zinc oxide, stirring for at least 50-60 min on heating, adding oxyethylenediphosphonic acid solution, and stirring for further at least 60-90 min at 80-90 C. Composition may be applied in heat-and-steam-supply systems, in hot water-supply systems, and in recycling water supply systems.
