SUBSTANCE: phase shifter designed to control phase shift of electromagnetic wave in waveguide transmission lines and may be found useful for developing electric beam scanning systems has ferrite rod mounted along rectangular waveguide section axis, magnetic system for controlling microwave field rotation, and two newly introduced dielectric plates whose dielectric constant ranges between 1.5 and 1.9 of that of ferrite; these plates are disposed on ferrite rod surface in parallel with narrow waveguide walls, plate thickness being chosen from expression 0,4≤2tk/tf<0,7, where tk is dielectric plate thickness; tf is ferrite rod thickness. In addition two more dielectric plates are introduced whose dielectric constant ranges between 1.0 and 1.6 of that of ferrite rod; these plates are disposed on ferrite rod surface in parallel with waveguide wide walls, plate thickness being chosen from expression 0,27≤2hk/hf≤0,5, where hk is dielectric plate thickness; hf is ferrite rod height. At the same time n dielectric plates of dielectric constant ranging between 0.5 and 1.0 of that of ferrite are disposed on one or two wide waveguide walls.
