FIELD: deactivation and utilization of toxic halogen-containing organic compounds, including chemical warfare agents. SUBSTANCE: method includes filling of reactor with these compounds and reagents in gaseous state, energy action on molecules of toxic halogen-containing organic compounds resulting in their decomposition into atoms, molecules and radicals, their combination with one another and with reagents into nontoxic gaseous substances and nontoxic and toxic condensed substances, and removal of gaseous and condensed reaction products from reactor. In addition to toxic halogen-containing organic compounds and reagents, rector is filled with inert gas. Reagents introduced into reactor are used in form of vapors of alkaline or alkaline-earth metal. Energy action is realized with help of pulse-periodic discharge initiated in reactor volume by external power source. EFFECT: provided universal, efficiency functioning, ecologically and technologically safe method of neutralization of toxic halogen-containing organic compounds.
