FIELD: metallurgy of steels; nuclear power; manufacture of parts for active zones of nuclear reactors. SUBSTANCE: proposed steel possesses lower level of induced radioactivity and faster activity decay after neutron exposure at retained high level of resistance to brittleness at temperature range of 270-400 C at neutron irradiation and high level of heat resistance up to 650 C. Proposed steel contains the following components, mass-%: carbon, 0.10-0.21; silicon, 0.1-0.8; manganese, 0.5-2.0; chromium, 10.0- 13.5; tungsten, 0.8-2.5; vanadium, 0.05-0.4; titanium, 0.03-0.3; boron, 0.001-0.008; cerium, (and/or) yttrium, 0.001-0.10 (total); zirconium, 0.05-0.2; tantalum, 0.05-0.2; nitrogen, 0.02-0.15, the remainder being iron at ratio of total content of vanadium, titanium, zirconium and tantalum to total content of carbon and nitrogen from 2 to 9.
