FIELD: power engineering. SUBSTANCE: proposed device has flexible working member made in form of two parallel flexible closed members passed over sheaves mounted on power takeoff shaft, and sheaves on additional shaft parallel to power takeoff shaft. Each axle of each pair of leaves is installed square to direction of medium flow when blades move along flow and is secured by its middle part on cross rigid member whose ends are coupled with flexible closed members through straight flexible tie-rods and with other cross member coupled with flexible members. Said leaves are made for folding by turning around axle when moving against medium flow and unfolding with formation of blade resting on cross first rigid member when moving along medium flow. Device is provided with carcass arranged vertically at angle to direction of medium flow. Carcass is made in form of parallelepiped of tubular members on which shafts and sheaves are mounted. Flexible closed members are made of equal length exceeding distance equal to sum of half-circle of sheave on power takeoff shaft, half-circle of sheave on power takeoff shaft, half-circle of sheave on additional shaft and double center-to-center distance between said sheaves.
