FIELD: power engineering. SUBSTANCE: proposed device contains flexible working member in form of endless chain or wire rope, passed over sheaves some of which are located on power takeoff shaft, and equipment blades installed for turning on axles arranged square to direction of medium flow. Said blades are coupled with axles for folding by turning around axle when moving opposite to direction of medium flow and unfolding when moving along medium flow. Flexible working member is made in form of two parallel flexible closed members, one blade is mounted on each axle, and said axles are mounted on cross rods coupled with flexible members, with direction of blade of one axle on one end of rod in unfolding position towards blade of other axle on other end of this rod in its unfolding position and with arrangement of all blades in folding position in plane parallel to plane of rotation of flexible members. Each two axles located on rod or said rod with said axles are coupled through tie-rods located along plane of rotation of flexible members with other rod arranged crosswise in direction along medium flow after blades and coupled with flexible members. Said tie-rods are coupled with said rod for travel in direction along medium flow. Device has box-like hollow carcass open from end faces which accommodates flexible members, sheaves and axles with blades. Through slots are made in hollow carcass at end face from side of inlet of medium flow in lower wall to let pass said rods blades in folded up position.
