Device has housing accommodating feed reel or receiving reel for carrying tape installed for rotation. Housing accommodates applicator in form of spatula around which carrying tape passes. Reverse brake or reverse stop is provided which operates in working position. Reverse stop includes brake or stop part interacting with one of reels.
