FIELD: protection of metal surfaces against corrosion; production of activating compounds; automobile industry; instrumentation engineering; hardware industry and other industries. SUBSTANCE: proposed composition includes compounds of sodium, phosphates and titanium at the following relationship, mass-%: sodium compound, 42-50 in terms of NaO2; phosphate compound, 37-50 in terms of P2O5 and titanium compound, 1.6-2.9 in terms of Ti+4. Proposed method includes mixing initial components, viz.: titanium, phosphate and sodium compounds, drying and grinding them and extraction of finished product; drying of finished product is performed at one stage; mixing of components is performed by adding phosphate compound to aqueous solution of sodium compound; amount of sodium compound in aqueous solution is equal to 65-90 mass-% of total amount introduced in mixture; then titanium compound is introduced in suspension, after which remaining amount of sodium compound is added. Proposed composition may be used for activation of surfaces at low temperature (20 C) ensuring reduction of consumption of activating compound to 0.5 g/l and increase of activating power of phosphate layer to 2.5-2.65 g/sq m due to avoidance of synthesis of unstable activating power due to modification of method.
