SUBSTANCE: the conditioner has a mixing-distributing device, cooling chamber filled with water connected to the device for maintaining the water level, pipe-line system and a power distributing device and a vortex tube with a tangential inlet of compressed air, with a cold outlet connected to the mixing-distributing device installed in the cooling chamber. The conditioner is provided with a heat exchanger, filter and the second cooling chamber with an additional power distributing device, developed surface and a fan fastened in the chamber, the heat exchanger is installed between the hot outlet of the vortex tube and the power distributing device, and the filter - between the cooling chambers, the additional power distributing device is connected to a compressed air source, and the second cooling chamber communicates with the mixing-distributing device.
