SUBSTANCE: user s data are transferred in definite layer out of mentioned layers in radio blocks over physical radio channel between mobile station and fixed mobile communication network; in order to transfer definite layer useful load of definite size is shaped in radio block that has check bits associated with transmission execution and transmit bits used for transmitting user s data; each radio block is, essentially, specifically encoded channel, useful load size being independent of encoding method. Transmit bits of radio block that will be encoded using at least definite encoding method transmit user s data in their first part and fill bits in their second part in such a way that factor-of-eight number of transmit bits can be chosen for transmitting user s data.
