SUBSTANCE: proposed signal coding and decoding device has at least two parallel coding units at coding end and at least two parallel decoding units, at decoding end. Each coding unit has definite number of registers interconnected in cascade manner and definite number of adders that function to add register signals bearing coded information, as well as Walsh-Hadamard generator whose input signal corresponds to output signals of registers and output signal, to Walsh symbol chosen basing on its output signals; input signal of each decoding unit includes Walsh symbol received and data on reliability of decision taken for symbols received from other decoding units.
