SUBSTANCE: device establishing transmission rate determines transmission rate for received signal on basis of change of energy for corresponding received signals between two adjacent intervals after refusal to receive information on transmission rate and executes channel decoding of detected information on transmission rate which is achievable technical result. First device establishing transmission rate divides interval determined between least and highest intervals from aggregate of specified transmission rates into m typical intervals, then device computes difference between average energy of received signals up to i-th typical interval and average energy of received signals for (i+1)-th typical interval where i is integer lesser than m. If difference between average energies is more or equal to threshold value then device determines that signal received in (i+1)-th typical interval is sent with transmission rate corresponding to i-th typical interval.
