FIELD: nuclear power production, possibly in plants for making heads, stems and assembling fuel elements to fuel assemblies. SUBSTANCE: method for preliminarily making fuel elements for fuel assemblies 0401, 493 of nuclear reactor and preliminarily making head and stem for fuel assembly 0401 of nuclear reactor comprises steps of making in flow line blanks of components of head and stem of fuel assembly; welding them to semifinished products; assembling; welding and mechanically working semifinished products to ready head and stem; subjecting stem to vacuum annealing at predetermined temperature for time period sufficient for releasing inner stresses. EFFECT: enhanced efficiency of making all types of fuel assemblies due to reliable mounting of heads and stems having guaranteed size. 6 cl, 12 dwg
