SUBSTANCE: proposed device has anode and cathode connected with current source; device has housing mounted on shaft for rotation by drive or manually; housing is divided into two chambers by means of horizontal partition made in form of screen filter. Necks of housing are provided with plugs which perform function of anode and cathode; plugs are fitted with direct-acting and check valves connected with DC source by means of bearing performing function of commutator; additional outlet valve mounted in housing near cathode has float and rod.
