SUBSTANCE: proposed method depends on using noise signals having l/f characteristic; first noise signal having l/f characteristic and second noise signal having l/f characteristic are supplied to differential circuit to produce difference signal between first and second noise signals so as to suppress impact of l/f characteristic. Then random numbers free from periodicity caused by l/f characteristic of first and second noise signals are generated from difference signal.
