SUBSTANCE: invention relates to the field of coding and decoding. This result is achieved due to the fact that the first matrix N × N and a sequence are obtained which includes N bits, wherein the N rows of the first matrix correspond to the N bits in the sequence in one-to-one correspondence, and N is a positive integer; reliability of N bits and the weight of each row in the N rows of the first matrix is determined; and in accordance with the reliability of N bits and the weight of each row in the N rows of the first matrix, K bits among the N bits are chosen, as information bits, or selected in accordance with the reliability of N bits and the weight of each row in the N rows of the first matrix, K rows among the N rows of the first matrix, to build a second matrix of size K × N used for encoding.
EFFECT: technical result is to improve the performance of the polar code.
