SUBSTANCE: device that can be used for controlling state of digital communication channels liable to noise leading to group errors with varying degree of grouping and functions to generate output signals suited both to monitor state of communication channel and to control its quality has clock frequency divider, first and second AND gates, first, second, third, and fourth shift registers, NOT gate, flip-flop, first, second, and third reversible counters, subtracter, and divider. Newly introduced in device are also delay circuit, first and second multipliers, multiplier shaper, adder, and comparator; all these components make it possible to exponentially smooth down estimate value of mean length of error burst resulting in enhanced precision of estimating state of communication channel in noise environment as well as to smooth down output data signal change-over between device outputs and to reduce unjustified time loss for readjustment of equipment.
