FIELD: textile industry. SUBSTANCE: nonwoven material is composed of fibrous mixture comprising 5-56 wt% of synthetic two-component fibers and 35-95 wt% of primary short-fiber pile web cutting and combing wastes. One component of two-component fibers is binding polymer with melting temperature below said temperature of other component and softening temperature of said wastes. Nonwoven material is fixed with molten binder polymer of two-component fibers and compacted by thermoplastic deformation under compressing action. Material may be made multilayer and may comprise reinforcing and/or covering layers. Method involves preparing fibrous mixture; aerodynamic formation of fibrous layer from said mixture and fixing thereof by thermal processing at melting temperature of binding polymer of two-component fibers and simultaneously by compacting due to applying of compression force, with following cooling of material. Method and apparatus enable production of high-quality layer, isolating and facing materials, as well as of articles having increased volume and resiliency. EFFECT: reduced production time, maximal use of fibrous wastes and wider range of applicability of material. 7 cl, 4 dwg
