Actuating element in the form of explosive charge of cumulative type that can not be withdrawn and is fixed around cable in such manner that shaped jet cuts cable. Device switches off power supply of essential services in extreme situation practically in fraction of second which enables to prevent or minimize aftereffects of unauthorized actions or irregular situations.
