FIELD: construction engineering; shutting-off pipe lines for performing repair jobs and testing pipe lines. SUBSTANCE: proposed device has body with elastic inflatable sealing members, locking shoes with leverage system, central bypass member, power cylinders of shoe drive and bypass member, electric current source, detector of external signal reception and transmission of operate commands, compressed gas sources, helical blades, electromagnetic distributors and electrical and pneumatic lines. Device is also provided with electric pump, tank for working fluid, pneumohydraulic accumulator and hydraulic lines; compressed gas sources are made in form of pneumohydraulic separators of media whose hydraulic cavities are communicated with pneumohydraulic accumulators by means of distributor and pressure regulator. Body is provided with collars and outer rollers located over edges; electric generator connected to electric current source is mounted on shaft of helical blades.
