Steel is composed, wt %: carbon 0.03- 0.10, manganese 1.0-1.2, silicon 0.03-0.10, copper 0.7-0.8, nickel 0,7-0.8, sulfur ≤ 0.010, phosphorus ≤ 0.010, vanadium 0.05-0.10, titanium 0.01-0.08, and iron the balance. EFFECT: improved mechanical properties during mounting and operation periods under negative temperature conditions. 2 tbl
