The device has paddle wheel unit mounted on one side of the main casing for producing suction force, filtering unit mounted in sucking passage between suction head and paddle wheel unit for separating foreign materials containing in the sucked liquid and reservoir containing rinsing water connected to outlet opening of the paddle wheel unit in the main casing for storing rinsing water. Injection nozzle is available in suction head for injecting rinsing water supplied from the reservoir containing rinsing water to thing surface under cleaning.
