FIELD: processes for making hot rolled strips and sheets. SUBSTANCE: method is realized in manufacturing plant including aggregate for continuous casting of slabs with thickness 100 -180 mm; descaler; single- or multistage rolling system with integrated cogging mill or without such mill; cooling zone; heating furnace and Stackel mill. Method comprises steps of deforming only preliminarily descaled surface layer of slab between aggregate for continuous casting of steel and heating furnace; recrystallization of said layer during and after plastic deforming; then stepwise cooling above mentioned layer until temperature lower than point of conversion Ar3 and soaking until termination of structural conversion of recrystallized fine-grain austenite to ferrite/pearlite. EFFECT: possibility for working steel with higher content of copper, aluminum and nitrogen without cracking or exfoliation of material. 5 cl, 2 dwg
