FIELD: adhesive materials. SUBSTANCE: invention relates to agglomerates in the form of molded or aggregated particles to form aqueous binder system suitable for gluing, strengthening, and sealing. Agglomerates contain 30 to 100 wt % of water-soluble or water-dispersible, inadhesive in dry state at room temperature inorganic or organic, natural or semisynthetic polymers; and 0 to 70 wt % of completely synthetic polymers. Agglomerates further contain 0.5 to 50 wt % of at least one hydrophilic loosening agent with fibrous internal or outside structure, which is water-insoluble and produce pressure on swelling.
